What is a producer?
A ‘producer’ is anyone who manufactures or sells electrical and/or electronic equipment and batteries and accumulators. This can be own brand selling or reselling another supplier’s goods under your own brand name or acting as a distributor.
WEEE Producer Obligations
Producers of consumer WEEE have the following obligations under the WEEE Directive:
- To register as a producer of WEEE with The WEEE Register Society
- To provide accurate information regarding the volume of product placed on the market on a monthly basis through the Blackbox
- To self-comply or join an compliance scheme to ensure the effective management of WEEE at end of life
- To inform the consumer of their entitlements and the specific arrangements for WEEE when purchasing a new product
Battery Producer Obligations
Producers of Batteries are obliged to carry out the Waste Battery Directive under three main areas:
- Chemical requirements - The Batteries Directive prohibits excess levels of mercury, lead and cadmium from batteries placed on the market.
- Marketing requirements - changes on labelling must signify contents and recycling labelling
- Collection & treatment obligations - producers must collect 25% of what they place on the market by 2012 and 45% by 2016
